The only Legal way to get a surfing pikachu on yellow is to beat the Elite 4 (i think) on pokemon stadium 1 with pikachu on your team ,once you beat them plus the champion the game will allow you to teach pikachu surf . |

| when pokemon first came out, my dad got me both Red and Blue for Christmas and I was just so happy I started to play them right away. then when Yellow came out he got me that one to. I was like 14 or maybe 15 when I got them. my first ever pokemon games |
